It's much larger than 2020. It's been going on for a long time. In order to stop it, people have to be charged, convicted, and punished. Punishment is so light right now that in the unlikely event you get caught and charged, you end up with a fine and the NGO gives you money to pay it.

The cheating is so ingrained that they normally have every election come into a small range to show a split country and keep people hating each other. 2016 they thought it was wrapped up and didn't have enough ballots to complete the cheating (there could be some crazy stuff there). 2020 they made sure they had enough and went well over 100% voting in lots of places.
