The NFL fined a franchise owner $250K for making a rude gesture to a fan of an opposing team. This was years ago. I read about it this morning in a local (NC) article about the Tepper incident. I'll see if I can find the article and link it.

In 2009, the NFL fined the late Titans owner Bud Adams $250,000 for making an obscene gesture at Buffalo fans while celebrating Tennessee's victory over the Bills.
