Zero understanding of coach speak. A HC isn't going to bash a rookie that may have upside, and he's not gonna bash him in year two either if he has literally NO ONE on the roster that represents an upgrade.  
The only option he had at center was the one OL player playing equally as bad as Fortner. 

With no help on the way - you don't ruin the kids confidence to keep going by beating him up at a damn press conference.

You mean like the coach speak of Doug calling out Trevor multiple times for his play?  Doug absolutely should call out Fortner if hes they 33rd ranked C when there is only 32 teams.  If you think your center is so weak that it will ruin his confidence and play worse than he has up to this point when pointing out his poor play than its definitely time to make a change regardless.  What confidence does he think the 33rd ranked center has?  lololol  Maybe he should try lighting a fire because it whatever hes been doing hasnt worked up to this point.  If he didnt see how bad Fortner was last year what makes you think he sees it this year?  Hes pretty much the same player, a little worse but had injuries this year around him like Doug said. Or do you just think this is all on Baalke?  Because i havent heard you say that
