Also, as a coach, you think about what motivation a player responds to better. Some (like Trevor) respond well to be called out directly, others (possibly Fortner) respond better to positive re-enforcement and openly criticizing them can make the problem worse. It's the nuance of coaching and knowing your players.

Coaches should never call out their players in public.  There's an old business adage: "public praise, private criticism."  

What good would it do for Pederson to stand in front of a press conference and say Fortner sucks?  Besides, since Pederson has been here, he's cut dozens of players, and he has never publicly criticized any of them.  

So I would conclude, since it is pretty obvious Fortner lacks the physical strength to play Center effectively, surely Pederson sees this.  And just because he doesn't say it doesn't mean he doesn't see it.
