I think if it was up to me, I would make the term limits 12 years for Congress and 18 years for the Senate.  If the term limits are too short, the government will wind up being run by a professional class of Congressional staffers.  I'd want a combination of experience and turnover.  I wouldn't want people serving 30 or 40 years, but on the other hand, I don't want people in there with little experience in how things work.
