It’s been discussed plenty. The Jags do risk losing him this way (even if they have a handshake deal). I think this happened to Carlos Boozer and the Cavs a while ago. Boozer said he would resign with them after FA started and then he bolted for the Jazz. 

My guess is that Baalke told Ridley “we want you but we don’t want to lose the 2nd round pick. So we will give you a big contract right as the new league year starts.” Ridley probably said that he would do that but who knows what other teams might offer. Just like any FA, he’s going to get the most money as possible. If another team offers him more, he’s gone. Then WR becomes a massive need.
