You're implying that the new illegal immigrants get welfare, but other than seats in public schools and emergency medical care, they do not.

If it's true in NY you can be sure it is in other states. 

As for the part I bolded I can guarantee you Americans and non-Americans alike fake paperwork or play the system in order to get government assistance. In another life I was on government assistance and was shocked at how many women were getting benefits that they really shouldn't have but they knew how to game the system. 

If you think there isn't a black market in place where folks pay to get fake IDs and paperwork so they can get benefits, think again.
