It's the same mindset some people have about abortions and guns.

If you make abortions illegal, they'll just get them illegally..

If you make guns illegal it'll stop gun crime.

It's all or nothing thinking.

Making abortion, drugs, or guns illegal does not eliminate abortion, drugs, or guns.  True.  But it does reduce abortion, drugs, or guns.  Not all of the people partaking in the activity care that it is illegal.  But many do.  You have to have a place in your mind for "some" and "many", not just "all" and "nothing".
My fellow southpaw Mark Brunell will probably always be my favorite Jaguar.
