Maybe.  The Texans built there stadium with a retractable roof, but still had to bring there grass field in on square pallets that fit together.  They replaced their grass field with Astroturf 2.0 as the squares stopped fitting together after aging.  The Arizona Cardinals have a real grass stadium with a retractable roof, but the entire field rolls out of the stadium to get sunlight between games.  In the Jags case it depends how the sunlight comes in after the upgrade, even with a transparent roof.  Does the entire field get enough sunlight to grow properly?  If not it will have to be turf.

The Cowboys stadium rolls theirs out too.
