Whichever team gets the #2 pick will have their choice of quarterbacks if Clowney is gone. That's good enough, and I think even Fisher knows that despite what he said.

#2 is valuable. #3 is even moreso because one of those QBs is likely to be gone at #3 if Houston picks Clowney.
