Read the article and see just who they are targeting...... It's the little guy, the average person just trying to make a living and just might be barely scraping by. People who probably have made a simple mistake while filling out/filing their taxes. People that can't afford a professional accountant or tax service. The IRS need to consider the circumstances of why and who before they levy outrageous fines on everyone.

The tax code should be made simpler though.
