The video clearly backs up the fact that he had the would be assassin in his sights and only after the would be assassin pulled the trigger 3 times he fired upon him.  I and many Americans today want to know why a would be assassin pointing a rifle from a rooftop at a former president was not dropped with extreme prejudice by the secret service.

There's more than just SS at those events. Other agencies, police etc etc are all there as well. There was likely some confusing and miscommunication among the agencies on if that guy was a friend or foe. It wasn't until the shots took place when it was made obvious that he wasn't a friendly and that's when he was then taken out.

Also from the video, it looked like the SS sniper was caught off guard by the way he jumped backwards a little bit when the first shot was taken by the shooter.
