If I were to guess the area is a no fly zone.  If you allowed surveillance drones how easy would it be to sneak an unauthorised drone into the mix?  It’s an honest question because I have no idea about drone technology, tracking or even capabilities.  Although the idea of a fishing drone does appeal to me but losing one of those would be costly.

I don't know much about drones either but I do know you have to register any drone weighing over 1/2 a pound with the FAA and if you're flying it where it's not supposed to be, like a political rally, it would be really easy for some of the sharp shooters to just shoot it down.  There would be major financial penalties and potential jail time for someone to do such a thing.  I would think SS drones flying over such an event should have already been standard procedure and those operating them would be able to identify non-SS drones that entered the area pretty easily because they are supposed to be broadcasting their FAA ID and if a drone is broadcasting a private citizen's FAA ID or even not broadcasting anything the presumption should be that it's a threat and it should be dealt with accordingly.
