LOL.  True story here.  I know someone that I used to work for whose wife was a "military brat" born in Africa on a military base.  She actually has dual citizenship and is very pasty white.  They were opening a business and were going through the process of applying for loans and permits.  They put the business in her name and on applications she checked the box next to "African American" and got loans, permits, etc. no problem especially since she if female.  She didn't lie.

As someone that worked many years for government contractors and was involved in the bidding process, a lot of people would be surprised at how many "small businesses" would bid on and win the contract either because they were "female" or "minority" owned.
