It's not a contradiction.  It's a sequence of events.
The IOC has no gender rules.  The IBA does.  The IBA banned these women.  But the IOC revoked their recognition of the IBA before that ban occured, and the IOC has not adopted a new rule or recognized any new competition committee that would allow them to investigate the matter and presumably ban these women.  

I also have to emphasize that women like this have always been around winning medals.  It is not new.  This is not any grand conspiracy to introduce more gender confusion.  This is simply unforeseen consequences of a dumb pissing contest between IOC and IBA that isn't even about gender.
