They can do that by making the ball go to the 35 on kicks in the end zone, instead of the 30.   And if that doesn't work, they can move it to the 40.

Then they could've just made touchbacks come out to the 10 yard line to force returns out of the End Zone. Then kickers just boot it out the back and the League responds by making that a procedure penalty like a kick out of bounds. The issue is they don't want the collisions, it's not about the game play, it's about injury liability and their public reputation.
