It's not like he wasn't in the NG at all.  He was in, just lower ranking.  Who cares? I can't recite the ranks in order, and I bet most guardsmen can't either.

Dude!  I have been out of the service almost 40 years and I know what rank I got out as.  I bet everyone else of sound mind  that served does too.  I can also tell you the order from top to bottom.

Were you in the NG or were you full time? You agree it may be harder to remember details if it wasn't your every-day job title.
Politifact says that he received the promotion but then filed for retirement benefits at the lower ranking because he had not been in the higher ranking for long enough.
I don't know if that's how it works.
Also not sure if I care.
