Politifact says that he received the promotion but then filed for retirement benefits at the lower ranking because he had not been in the higher ranking for long enough.
I don't know if that's how it works.

You can be prompted without completing all the requirements ahead of time. It happens a lot. He was not qualified for retirement benefits at his current rank, so he was demoted to his qualified rank at retirement. This means the second he was retired, he no longer had that rank. He can claim at retirement he was X but he can't say he is a retired X. He knows what he was doing and he inflated his rank for political gain.
