Typically, the reason we can't compete with a Chinese business in a certain sector is because our labor costs are higher.
Our labor costs are higher because our workers have opportunities to do more productive things.
So tariffs could also be appropriate if high unemployment is the main problem in our economy. That is not the case today. When unemployment is low, the possible justifications are national security, worker safety, and climate change impact.
