1)  Begin with the known illegals, prioritizing those with criminal records.  How many are known in some way through State or municipal programs for housing, medical care, cell phones, etc.  Crackdown on employers hiring workers without SS numbers.  Ongoing identification at the local level.  Law enforcement have the right to request ID from anyone violating a municipal ordinance (sleeping on the sidewalk, living in a tent in the park, etc.)  The problem people will turn up one way or the other and those should be the primary focus.

2)  That's anybody's guess.  I suspect a very small percentage of the arrivals over the last couple years.  How much does it matter?

3)  Again, anybody's guess.  I think the cost of not doing it, is ultimately greater than the cost of doing it.

4)  Documented, vaccinated, legal immigrants and the existing workforce.  It wouldn't hurt to cut back on the government handouts to encourage the latter.  The work ethic in this country has gone down the tubes.

P.S.  Looking at my desk, while simultaneously posting on this message board, leads me to see a certain irony in my previous sentence.  Sneakers out.
