Yes that would lead to taxing their wages for those currently working under the table which would increase labor costs, but I think a little inflation as result is better than the current situation.  And to top it off, we could shift toward a national sales tax like the Fair Tax instead of an income tax but these are all pretty big steps that aren't likely to happen in unison, so probably not in the cards.
