It's very simple. You make them turn themselves in.

You give them 3 months to leave voluntarily. Anyone wishing to return to the US, must stop and be fingerprinted, DNA captured, photographed, and real information from country of origin provided. Anyone that is not found to have committed crimes from across the country search using DNA, fingerprints, and photos will be given priority to return after passing background checks and capability check that they won't be diluting gene pool with their low intelligence.

Anyone found in the US after 3 months, receives 15-20 year ban from entering the US for them and anyone related to them using DNA testing. Relatives will be added to the 1st group if they turn them in.

Anyone found after 6 months, receives a lifetime ban from entering the US for them and anyone related to them.


You may need to add more time to document them all but making them deport themselves is the best option.

You can also stop the money flow out of the US and issue immediate forfeiture of all assets when caught. Stopping their ability to send money home or bring it with them will stop a ton from staying here.
