It's the risk-reward equation. Preseason games count not one bit toward postseason eligibility. So if you put all your best players in trying to gain experience at the expense of injury risk, there's little reward if you are successful. Those guys get just as much experience in practices in a more controlled environment, without nearly the risk of injury (though they still occur, see: Fowler, Dante Jr. )

Coaches know who NEEDS the reps, and they play them. If the guy is getting it done on the practice field (running correct routes, in synch with snap counts, not getting caught out of position on D), there's no need to take on additional risk for the minimal gain in experience. It would be different if preseason week 3 opponent was the Phins or lolBrowns, where we might glean some added benefit that could be used in the regular season matchup, but that don't happen.
