The FBI tracked him down, so they had to know he posted it. The school and teachers should all know to be on the lookout. Remove him from the situation. The FBI and school should also address the people that were causing the threats, they supposedly all have zero tolerance bullying stuff. There should have been follow-ups as the kid skipped school a ton and most likely had a terrible family situation.

The school got a call that they were going to be targeted.

A lot of this isn't fixable with the current controls in place. Classes/schools are too large for anyone to know if something is happening with individual kids. There's no fear of any punishment from the school. There's no punishment at home for a lot of the kids. Parents work too much, etc.

The kid immediately gave up when the resource officer got there. He realized what he had done or it was a final cry for help. He made threats previously, you do that to get attention. He's skipping school. Everything is saying there is a problem with this kid and yet everyone refuses to do anything. It wouldn't shock me if the dad was abusing him or some other thing happening at home.

If they were able to prove he had made the threats they would have arrested him.
The cops can't prove most things unless they were there and immediately arrested you. They had enough data to identify them but they couldn't see who was on the device.

There were plenty of signs the kid had problems but no one followed up and the parent(s) are absent if he keeps skipping school.
