They shouldn't be allowed to vote as they should be in jail. Anyone in jail shouldn't be able to vote as they can't get to the polls. This is where blank mail-in ballots help as you can collect all the ballots and vote for them.

Once you serve your time, rights should be restored.

As anyone who is incarcerated by the government shouldn't be voting, no one who is employed/paid by the government should be voting. That would never happen though as it would stop a lot of the get rich quick people.
