Now severe deformities is a different issue.

Delivering a fetus or inducing labor can be considered abortion if the fetus isn't ready yet.  If it's the third trimester and the fetus is normal other than the fact that it is threatening severe harm to the mother, the fetus is viable and delivering it might not be abortion, depending on how the law was written.
