He said he only intended to dispute the results in Arizona and Pennsylvania, and only on the grounds that those two states had distributed absentee ballots in ways that the state legislature had not authorized. Even if a majority of both houses agreed with Hawley, that still was not enough votes to flip the outcome from Biden to Trump.
