It doesn't matter if Strange's guy is playing off. Strange break was way too late to give ETN room to be open. 

Even if Strange's guy switches to ETN, ETN would still have been open to get some yards on the play.

Oh it matters a ton. 

If one guy is supposed to influence two different defenders to cancel each other - those two guys need to have a reason to be in the same damn area code. 

Set up that far from one another - they have no need to interfere with each other's responsibility. The linebacker has a clear path to the RB with zero need to get in the DB's way. 
If Strange were to stop shallow and pick that LB where he is making his way to the RB it's a probable flag on Strange.
