Yeah, I don't see a massive impact from this.   Affected individuals could hold a grudge against the federal government for a slow response, but I don't envision that being a primary driver for the vast majority though.  I think most people have already made up their minds and this won't change anything.  And destroyed mail in ballots aren't that big of an issue 35 days out.  If you are that invested in the outcome, and I think most voters are, you will make your way to the polling booth for early voting or election day voting.
