Are you suggesting they aren't trying to control the weather? Cloud seeding is real. It's been studied for decades, to mixed results. The UAE claims it increases their rainfall by as much as 35%. The US has even tried to use it to decrease the intensity of hurricanes in the past (to no avail). 

I don't think governments using this for nefarious means. However, this kind of meme is a logical progression that follows when people don't believe the government cares and spend ridiculous amounts of money trying to play God. MOST of these memes would go away with better transparency and better representation. Most importantly, if governments could unlock this technology, you really think they would never use this for a political or military means?

Mockery is its own type of ignorance.
