The funds aren't really meant to be given out. It's similar to when the red cross shows up to someone's house that just burned down. If you are smart, you don't take their money, but a lot of people don't have options. FEMA excludes a lot of people, so anyone with insurance is out. You can file later with them if you are never paid by your carrier but they won't pay you the money and then try to collect it from the carrier.

When I said no one has seen them I meant FEMA, not the funds. These folks haven't had Internet or have had extremely limited Internet access on over a week and they're not online trying to register for and collect FEMA money. If they're able to get online it's to email family and friends. 

To my knowledge FEMA still have not reached the locations where my friends live and the last update I got was yesterday. They don't even want FEMA around. The coordinated efforts of volunteers has brought them everything they need. They still don't have utilities but they're thankful for the hot meals, showers and laundry facilities set up so they can eat, shower and have clean clothes and bedsheets until utilities are restored.
