Yep. If you're in town you'll have city water so if there's power there's water unless there's a problem at the water treatment and/or wastewater plant, water lines or plumbing. Same with electricity. Just because lines are active doesn't mean a building or home that had water to the ceiling has working electrical.

So many do not live within town limits and are on a well. My friend lives out of town limits so she and her neighbors are without basic utilities now for 11 days and no idea of when they'll be back up. 

The next problem to tackle is the cold nights coming up the end of the week. My friend's house is undamaged but without power she has no heat. Those living in partially damaged homes may have power back on but no way to keep heat inside the house.
