It is a curious thing that this happened. The government in it's many levels don't want organizations it can't control or manhandle to be in control of any relief efforts. It's already been an issue where a local sheriff in one area put a halt to volunteers distributing supplies from a municipal airport where pilots were delivering goods. He couldn't stop the people so he asserted jurisdiction over the airport and told the airport manager that anything delivered there had to be turned over to the sheriff's department for distribution.

I personally think it was someone with a private aircraft who had no idea what the hell they were doing.

I want to agree but any helicopter pilot, especially one qualified to fly a more complex aircraft like the one shown in the video, is well aware of rotor wash. Understanding the effects of rotor wash on ground objects and also how it affects low-level flight is an essential part of pilot training. 

My guess is it was an act of contempt because they wouldn’t allow it to land.
