I agree, but in his first term he never had the patience to stay on message or create a strategy to get Congress to go along with any of his ideas. He didn't even get his wall. This is not an easy one. The rule makers, you probably want at least some of them to rotate in and out so they know what's going on in the industry, but the investigators and administrative judges and enforcers, you want the opposite.  They need to be lifers, career government workers, not revolving door people. 

This kind of goes against some of what Trump implied on the campaign trail, though. He always talked about firing people, not about keeping the good ones around.

His first 4 years he was new to Washington. He made mistakes trusting the wrong people. He had to spend most of his time defending himself from a piece of fiction written about him and paid for by Hillary.  He was not able to pick his cabinet being handcuffed by the Dems at every turn.  It took forever to even get them approved. This time he has a plan going in, things should move along at a pretty good clip. At least that is my hope.
