Americans voted for someone who after 9 years still doesn't have a plan on one of the most important issues for the American people, and who refuses to even explain what his 'concepts of a plan' are? In his answer, he gave zero ideas of anything he would do other than last time having "run it as best as it can be done". 
You have him confused with the democratic candidate and the mental status of the past president the last couple years. Which was hidden from the  public.
