I lived in St Louis from 2008 until 2013, and TDOSS reflects what I experienced and know about from my company vacating two-thirds of their properties there. I work for a big telecom and we couldn't sell our former headquarters building in STL for fair market value. The real estate is troubled to distressed and it is a very frustrating place to visit let alone live. The hidden taxes are everywhere, and it is wicked expensive costs for suppressed wages.
The city tax is annoying and I can't imagine what it would take to run a team there. Shad was the last hope of a team being there when he tried to acquire the Rams. The residents don't miss the Rams at all. It was discussed into the ground when Kroenke planned to move the team. Edit: I will agree with you that Jacksonville definitely has a smaller town and can't support multiple event feel to it.
