This ^^^.  It didn't take Houston long to become a desirable location.  They hired DeMeco and drafted Stroud/Anderson, won the division, and beat the Browns in their first playoff game.  The next year they were able to get Danielle Hunter who took a smaller contract to play for the Texans, and Stefon Diggs decided he wanted to play with CJ Stroud (after meeting him in the probowl) and put pressure on the Bills to trade him to the Texans.

But we're doing just fine with the Trent Baalke method of signing 50% of your free agents while they recover from injury and drafting first rounders in the second round while they sit out the combine rehabbing an ACL and don't play as rookies.

Realistically - winning aids most of that - but having a respected staff is half the battle there. 
You just pay a bit more in free agency.
Remember when the whole league lamented the deal to Christian Kirk "resetting the WR market?" 
 (which was horse [BLEEP] because he was signed AFTER Mike Williams who got better guaranteed money)

Well we paid a bit more, then he went straight about earning every penny of it with great production and probably 8 receivers have gone on to sign much bigger deals since.
