So is he or is he not going to put tariffs on Mexican imports?  Is there actually something Mexico can do to stop him from doing that?  The idea that Mexico is going to stop the migrants because of the threat of tariffs implies that there is something Mexico can do to forestall the tariffs.  But if the reason for the tariffs is to make Mexican products more expensive and help American manufacturers, then Mexico cannot forestall the tariffs by stopping the migrants.

Maybe, the threat is jarring them to action of stopping the freeway of illegals they allow to pass through their country to ours. I guess you really don't understand the concept of wielding power, just watch the next few years as foreign countries start acting differently towards us like they did during his first term and you'll start to see the benefits of a strong US foreign policy backed by a person whom the world fears will use it against them.
