Yea, the logistics of moving mass amounts of people are a nightmare. It is easier and more cost effective to move in smaller groups. The initial ones were done for publicity.  Once the UN money began drying up that is.

They start as a large group at the Southern border of Mexico, 2,000 miles from the US border.  Over time, after about 150 miles, a lot of people drop out, and the mass breaks up into smaller groups.  When they break into smaller groups, the Mexican government picks them up and buses them back to the Southern border.  This has been going on for about a year now.

So Trump says "I'm going to impose a 25% tariff if the Mexicans don't stop the caravans."  The Mexican President responds, "huh? caravans are no longer coming to the US border already," and Trump says, "the Mexican President has agreed to stop the caravans."  And Trump's supporters say, "Trump has stopped the caravans!"

Believe me, if this gets those tariffs off the table, I'm fine with it.
