You need to read what she actually said, word for word, and not some interpretation of what she said by anyone else.  This interpretation that Trump's threat of a tariff caused Mexico to do something is bogus.  She's saying she doesn't think Trump will put the tariffs on, for two reasons: one, he's demanding the Mexicans do something they are already doing, so Mexico has already satisfied that demand, and two, he will come to his senses as people advise him of the hundreds of thousands of American jobs and big American companies (like GM) he is putting at risk with a trade war.  

So all this triumphalism about Trump bullying the Mexicans is a fantasy.    

Look, I'm happy to let Trump and his supporters live in a fantasy world, if it means we won't have tariffs and a trade war with Mexico.
