You present three statements out of 9 years of life as a politician. One old, two new.  
The old one was never acted on.  
One of the new ones isn't really scapegoating a minority.  He's proposing avoiding discussion of transgender issues in schools, not punishing trans people in general.  
The third one, Haitians eating pets, comes closest to the mark.  There's another, similar one you didn't mention, the "complete and total ban on Muslims entering the United States." Trump did try to act on that, three times.  I'll let the high paid lawyers parse that out, but ultimately, after three tries, they found a way to make it nearly impossible for people from a few Muslim majority countries to come here, without taking away the constitutional and legal rights of people, and most of the world's Muslims still have some ability to come visit the US.  We might see something similar play out with Haitians, but I hope not. Trump certainly doesn't like them being here and it is for racist reasons, but that doesn't make him Hitler either.
