States have laws that apply to citizens true, we're going to take care of how the law applies to non-citizens though. It's past time non-citizens quit receiving the benefit of Citizenship, like the concept of equal protection under the Law, it should not apply, so we'll streamline that as well. Or we'll just haul them to California and do it there. No big deal there DOOF, where there's a will there's a way!
