Little does he know the phones are actually tracking devices for asylum seekers. They can't make calls, they can't reach the Internet. It's significantly cheaper than detaining them in a facility.

There are a lot of homeless veterans that would LOVE to be in a shelter or one of those 5 star hotels that NYC was putting those fence jumpers in........
