Yes, a very small percentage of those who entered the Capitol had ill intent.  Most were just angry over what they believed (rightly or wrongly) to have been an injustice.  Others were simply following the crowd.

My claim was that 99% of them were there intending to disrupt Congress.  That photo catches them milling around because Congress was disrupted at that time.  I am not backpedaling.  I am proving my point.
