So the Biden-controlled Justice Dept dropped its investigation and the Republican-controlled Ethics Committee kept going.  The Ethics Committee was doing a wider investigation than the DOJ was.  The DOJ was just looking into the sex trafficking, but the Ethics Committee was looking into all that other stuff they laid out in their statement.

"...prostitution, statutory rape, illicit drug use, impermissible gifts, special favors or privileges, and obstruction of Congress."

Plus, the Ethics Committee didn't have to worry about whether a jury would believe the charges, just whether they themselves would.  And apparently, they did.  

”The Committee determined there is substantial evidence that Representative Gaetz violated House Rules and other standards of conduct prohibiting prostitution, statutory rape, illicit drug use, impermissible gifts, special favors or privileges, and obstruction of Congress," the 37-page report concludes.
