I'm suggesting that it's not always clear what a cargo ship's final destination is, different containers may be coming and going to different places. And the ship's flag usually has no connection to where the ship is going or where it's been. I'm suggesting this is more complicated than you think.

No it’s not complicated at all.  You being a contrarian makes it complicated.  American ships registered in America pay “X”. American ships registered in a different country pay “X times 3”
