Less than 1% of cargo ships in the world are US flagged.
Almost all of our overseas imports and exports are carried on foreign flagged ships.
Are you trying to incentivize more US flag ships to get built? What are you trying to do?

That is exactly what I am suggesting.  If Sealift wants to avoid American regulations then they do not get the benefit of the lower rate to pass through the Panama Canal.
