I disagree, I don't think 32 GMs would. I don't think 32 GMs would say you would have a better chance of improving their record if picking 3rd or 7th or 8th, if any GM would say that.  Some teams pick 32nd have better drafts than the team picking 1st.  It's all about the GM.

You make a good point. The good teams constantly draft near the bottom but remain good teams. Look at the Rams who barely has had any draft picks the last few years and they are the 3 seed right now.
