Only parts of Canada would want this. The non-populated areas, most central and west, would openly want to join the US. Some of them are already looking into breaking from Canada.

If the US did this, there would need to be trial period of 10 years or so, need to balance the budget before and maintain it, remove all the people they let into their country, and then not gaining full voting rights for a while.
