The TL/DR version : Terror attacks are mostly done by citizens and permanent residents (80%) BUT always always (89%) done by Muslim (62%) or Muslim converts (27%).

So while it might be considered a border control / immigration issue, it's really one of allowing people in with ideals that don't align with strong traditional Christian values or who won't adopt these.  Is it time that the West stops trying to be tolerant and all things to all people?

Most Muslims don't dabble in that stuff and are as offended by it as you and I, if not more so. 
That's not an excuse, it actually points to the right strategy.
The right strategy is to invite, include, and promote the very many good ones in various ways.  Just like with Christians, Jews, and any other religious tradition.  Let them speak about the changes they'd like to see in society, as long as they reject violence and calls to violence.
